Buildings are considered impacted when the building itself or an adjacent cell contains more water on the surface than configured in the IMPACT_FLOOD_THRESHOLD_M and IMPACT_RANGE_M attributes.

0: Building is not impacted

1...10: The (critical) structure is impacted, and has a critical function values set to this value.
