I3S SLPK / Scene layer

Support for the Building Scenelayer type, used by BIM models like Revit.
Improved loading time of SLPK by multiple factors.
New building attribute: CUSTOM_GEOMETRY_OFFSET that can be used to reposition the Geometry.
